Homestead Market Value Exclusion

A benefit program for people who own and occupy their home called the Homestead Market Value Exclusion that reduces the Taxable Market Value of the property and acts as one of the qualifying factors for homeowners to receive the State of Minnesota Property Tax Refund. See more information.

Single Family Housing Repair Loans and Grants provide funds to elderly and very-low-income homeowners make necessary improvements on their homes. Learn more.

Single Family Housing Direct Home Loans in Minnesota

These direct loans help low income applicants in obtaining decent, safe and sanitary housing in eligible rural areas by providing payment assistance to increase an applicant’s repayment ability.

Applicants must:

  • Be without decent, safe and sanitary housing
  • Be unable to obtain a loan from other resources on terms and conditions that can reasonably be expected to meet
  • Agree to occupy the property as your primary residence
  • Have the legal capacity to incur a loan obligation
  • Meet citizenship or eligible noncitizen requirements
  • Not be suspended or debarred from participation in federal programs

Single Family Housing Guaranteed Loan Program

These guaranteed loans assists approved lenders in providing low- and moderate-income households the opportunity to own adequate, modest, decent, safe and sanitary dwellings as their primary residence in eligible rural areas. The program provides a 90% loan note guarantee to approved lenders in order to reduce the risk of extending 100% loans to eligible rural homebuyers – so no money down for those who qualify!

  • Meet income-eligibility (cannot exceed 115% of median household income)
  • Agree to personally occupy the dwelling as their primary residence
  • Be a U.S. Citizen, U.S. non-citizen national or Qualified Alien

Mutual Self-Help Housing Technical Assistance Grants in Minnesota

This program provides grants to qualified organizations to help them carry out local self-help housing construction projects. Grant recipients supervise groups of very-low- and low-income individuals and families as they construct their own homes in rural areas.

Rural Housing Site Loans in Minnesota

Rural Housing site loans provide two types of loans to purchase and develop housing sites for low- and moderate-income families.

  • Section 523 loans are used to acquire and develop sites only for housing to be constructed by the Self-Help method. Refer to RD Instruction 1944-I for more information about the Self-Help program
  • Section 524 loans are made to acquire and develop sites for low- or moderate-income families, with no restriction as to the method of construction.  Low-income is defined as between 50-80% of the area median income (AMI); the upper limit for moderate income is 115% of the AMI.

If you are a renter living in Minnesota who meets the eligibility requirements, you can apply for RentHelpMN. Download the Renter Checklist to see if you’re eligible and find out what documents you’ll need in order to be ready to apply.

RentHelpMN is currently working with renters who owe back rent. Those who owe back rent and meet the eligibility requirements may apply for all offered assistance. Eligible Minnesota renters can receive help with rent and utility bills dated on or after March 13, 2020. If you qualify, you could receive up to 15 months total assistance.

SEMMCHRA Rental Assistance

The Housing Choice Voucher Program (also known as Section 8) is a federal housing program funded through the Department of Housing and Urban Development. This program provides affordable rent to eligible applicants who rent units in the private sector. Learn more.

Wabasha Housing Committee

Greetings Wabasha area community members and visitors. During the spring of 2022 a local housing committee was formed during the Wabasha Port Authority strategic planning process. Action minded individuals continue to meet once a month to narrow in on the community’s specific housing needs, identifying community stakeholders, and attracting both developers, and funding. The committee called W.A.T.C.H, Wabasha Area Team for Community Housing, is currently identifying land and buildings, both private and public, to repurpose local assets into a variety of housing.

The committee applied for and was accepted into the Minnesota Housing Partnership’s eighth housing institute. The Partnership provides 18 months of technical assistance and an opportunity to apply for grant funds. CEDA staff member, Cathy Enerson, provides staffing for the local housing committee. For 2025, Wabasha is proud to transfer a city owned site in downtown for its first Workforce Housing development. The project area is located downtown across from the library and will supply 50 apartment style homes for lease.

There is a strong demand for housing in the City of Wabasha. An average of 27 units per year. The variety of housing is something on which the City of Wabasha also places a high priority. The City Comprehensive Plan and Housing Study have goals of developing and maintaining “a balanced residential housing stock within the City that provides life-cycle housing opportunities and a range of housing options in terms of cost, location, style and affordability.” New market value and affordable single-family housing subdivisions, new luxury condominiums and financial assistance for pre-existing income qualified homeowners and renters are all programs which have assisted the community in meeting that goal.
